本セッションでは、スマートシティ先進事例を展開する事例をもとに政策と現場をつなぐ対話を通じて地方創生の未来を探ります。冒頭では、国の地方創生政策と地域DXを牽引してきた元デジタル庁統括官・村上敬亮氏が、政策の軌跡や注目事例、デジタル社会における地域づくりの方向性を提示。続く対談では、AIST Solutions(デジタル庁・シニアエキスパート)の和泉憲明氏とともに「地域経済の持続可能性」と「生活のウェルビーイング向上」をテーマに、政策立案と実践知に基づく具体的戦略を議論します。参加者の皆さまには今後の地域づくりに活かせる実践的示唆と新たな視座をお届けします。

Murakami Keisuke
Former Director-General, Digital Agency
Born in Tokyo in 1967. Joined the Ministry of International Trade and Industry (MITI) in 1990. After many years working on IT policy, was involved in launching the Cool Japan strategy, international climate negotiations such as COP15 and COP16, and the establishment of Japan’s feed-in tariff system for renewable energy. From 2014, served in the Cabinet Secretariat and Cabinet Office, engaging in regional revitalization and National Strategic Special Zone initiatives. Appointed Director of the Business Support Department at the Small and Medium Enterprise Agency in July 2020. Served as Director-General at the Digital Agency from its inception in September 2021 until stepping down in July 2025.

Izumi Noriaki
AIST Solutions Co. Vice CTO/Ph.D. in Engineering
In December 1996, he was appointed Assistant at the Faculty of Informatics, Shizuoka University.
In April 2002, he joined the National Institute of Advanced Industrial Science and Technology (AIST) as a Researcher, later serving as Senior Principal Researcher and other positions.
In August 2017, he was appointed Director for Policy Planning, Information Services Industry Division, Commerce and Information Policy Bureau, Ministry of Economy, Trade and Industry (METI).
In July 2020, he became Director, Architecture Strategy Planning Office, Information Economy Division, Commerce and Information Policy Bureau, METI.
Since July 2024, he has held his current position.
He holds a Doctor of Engineering degree from Keio University and concurrently serves as Senior Expert at the Digital Agency.

Mitera Ayumu
MITSUFUJI CORPORATION CEO
After graduating from university, he joined Matsushita Electric Industrial (now Panasonic), handling major corporate clients. He then worked at Cisco Systems, SAP Japan, and Blue Coat Systems before joining Mitsufuji in 2014 and become CEO. He shifted the company’s focus to silver-plated conductive fibers and transformed it into a wearable IoT business, earning the 2018 Forbes JAPAN Small Giants Award Grand Prize and the 2021 Kyoto Creator Award. He now leads the development of AGposs-based materials and wearable products aimed at solving social issues.
